The Financing and Investment Division performs all services related to the planning, scheduling, advertising, selling and delivery of general obligation bonds. The Financing and Investment Division performs services directed by the Commission and the issuer regarding guaranteed revenue debt bond issues, manages all other state debt, handles related financial advisory matters, and prepares the annual debt management plan. Additional responsibilities include the investment and accounting of all proceeds derived from the issuance of general obligation bonds or from other amounts appropriated by the Legislature to GSFIC for capital outlay purposes. Investment earnings are used to retire state general obligation bonds through open market purchases. The Financing and Investment Division staff also serves as staff to the Georgia Higher Education Facilities Authority.
