DOAS Transfers Agency Construction
Procurement Responsibilities to GSFIC
Effective January 1, 2008, the responsibility for procurement of Public Works Construction Contracts, formerly procured for Agencies by the Department of Administrative Services (DOAS), was transferred to the Georgia State Financing and Investment Commission Construction Division (GSFIC). The change was a result of a joint effort by DOAS and GSFIC, which, in December, 2007, signed a formal Inter-governmental Agreement with the purpose of providing an enhanced experience to State Agency customers and increased effectiveness of construction delivery.
A one-month transition period for the conversion was implemented to prevent any disruption of service and allow sufficient time to provide formal training on the new procedures. Through January 31, 2008, Agencies continued to submit their public works construction requirements by requisition to DOAS. DOAS, in turn, communicated those requirements directly with GSFIC, and GSFIC assumed primary responsibility for the procurement and began to work directly with Agencies. Training on the new procedures has been provided to Agencies through meetings with Agency customers and a Webinar discussion was conducted during the transition period. The new procedures will also be incorporated by DOAS into the Georgia Procurement Manual by the end of February, and GSFIC will continue to provide training to Agencies upon request, including at the Agency site(s) if so requested. Since February 1, 2008, Agencies have been and are required to communicate public works construction requirements directly with GSFIC, utilizing a straightforward, customer-friendly “Agency Request Form”. GSFIC representatives will contact the Agency within 48 hours upon receipt of the request form to begin serving the Agency’s construction needs. GSFIC also offers other project-related services to Agencies. These services are listed on the form, and GSFIC will provide additional information upon request.
