The State of Georgia funds the majority of its general obligation bond authorizations with tax-exempt bonds because that provides the lowest cost to the State. Georgia’s strong track record for responsible financial management is a major factor contributing to its AAA bond rating and it is very important that we all do our part to preserve that status. 

The Financing and Investment Division performs all services related to the planning, scheduling, advertising, selling and delivery of general obligation bonds. Additional responsibilities include the investment and accounting of all proceeds derived from the issuance of general obligation bonds; developing the financial statements for the capital projects fund; assisting state authorities with the issuance of revenue bonds; serving as staff to the Georgia Higher Education Facilities Authority; managing and reporting of proceeds received through the Transportation Investment Act.
